William Stephens Named Next Chief Executive in St. Charles County, Missouri

After three decades of service with St. Charles County Ambulance District [SCCAD], Chief Kelly Cope announced earlier this year that he will retire at the end of 2025. Following a robust selection process that drew applicants from all over the United States, William ‘Skip’ Stephens has been chosen as the district’s next chief executive officer. 

“As an agency recognized as a progressive leader in the field of mobile healthcare, it was unsurprising that our chief selection process garnered interest from more than two dozen EMS leaders from throughout the country,” said SCCAD Board Chairman Ron Reguly. “Ultimately, it was a candidate within our own community that our hiring panel, leadership team, and board felt possessed the right blend of experience, temperament, and vision to guide this already strong organization most effectively into its next chapter.”

Since 2000, Stephens has served the residents of Cottleville Fire Protection District as a firefighter, captain, and assistant chief before being named chief of the district in 2020. Prior to his career in the fire service, Stephens served as an EMT at Gerald Area and Owensville Area Ambulance Districts, making his return to EMS a homecoming. 

“Throughout my career in St. Charles County, SCCAD has grown significantly, developing numerous innovative programs and models of care that improve patient outcomes in our community,” Stephens said. “This team is well-positioned to continue redefining excellence within the landscape of mobile health care, and I’m grateful for the opportunity to lead this talented group of paramedics and professional staff.” 

Legislative advocacy for emergency services has been a focal point for Stephens—he has worked diligently with Representatives, Senators, lobbyists, and others to create a more optimal environment for first responders throughout Missouri. In addition, he is a visible, well-regarded leader in St. Charles County, lending his time and talent to a variety of charitable and civic organizations, including Vision St. Charles County Leadership, St. Charles County Municipal League, and Cottleville Firefighters Outreach. 

Stephens will begin his tenure as chief on August 1, working with Cope though the end of the year to ensure a smooth transition.
